There’s no word about when this service will become available for European players. The matter was answered briefly by Blizzard with  “We hope to be announcing this service in the EU very soon.”

As usual, all gifts have a price and, this time, the price is clear right from the beginning: $15.

In exchange for this sum, WoW players can change the cosmetic features of their characters, such as name, gender, skin color, facial features or hair style

Gender and skin color exchange are the new additions to the list. Players have been able to change their name for some time time now, in exchange for $10 fee:

“Once the name change is complete, the character’s old name will be locked from use on the realm for 90 days. After that time, the old name can be claimed by any player on a first-come, first-served basis. If you want to use the name again, you will have to reclaim it before anyone else does after the 90 days have passed and the name is made available again,” Blizzard announced.

 Also, hair style has been one  feature that could’ve been  (and still can be) altered directly in-game. Just walk into a virtual barbershop and choose your new style and color.

On the other hand, some things will never change. If WoW’ case, this category includes a character’s race or class.
